Why do you rank locally but get no calls?
Because ranking gets you compared, and the comparison is decided by things a ranking does not contain.
Because ranking wins the comparison stage, not the choice. Buyers then compare on hours, area, price signals, reviews and whether anyone answers. Losing there produces no record, so it looks like a visibility problem.
Ranking and being chosen are two different events, and rank tracking only observes the first. A business appearing in local results has succeeded at being available for comparison. What happens next is a comparison against two or three others, decided on information the customer can see in a few seconds, and a business can lose that comparison every single time while its ranking report looks excellent.
The first common cause is that something basic is missing or wrong. Hours that are not current, a service area that does not say which places, no indication of price at any level, a category that does not match what people search for, photographs that show nothing about the work. Each is small; together they mean the listing beside yours answers questions yours does not, and the customer chooses the one that did.
The second is reviews, and specifically their recency and their content rather than their count. A page of positive reviews from three years ago reads differently from a smaller number from last month. Reviews that describe the specific work done are more persuasive than generic praise. And a business with no recent reviews next to one with several looks, from a customer's side, like the less active business — which is usually not true and is entirely fixable.
The third is that the call was made and not answered, which is the cause businesses most often miss because it produces exactly the same evidence as never being called. A ring-out, a voicemail, a number that has changed, a call during a job — each converts a customer who chose you into a customer who chose someone else, and none of them appears anywhere. Before concluding that a listing is not working, it is worth establishing what happens when a stranger calls it, at several times of day.
The fourth is a mismatch between what you rank for and what you sell. Ranking well for a broad category term brings people wanting the cheapest possible version of something you do not do cheaply, and they do not call because they can already tell. That looks identical to a conversion problem and is really a targeting one, and the diagnosis is in what the enquiries you do get are asking for.
The diagnostic sequence is short. Call your own listing at several times and see what happens. Look at your listing beside the two ranked nearest you and note every question theirs answers that yours does not. Read your most recent reviews and their dates. Then check what the calls you do receive are asking for. One of those four almost always contains the answer, and none of them requires spending anything to find out.
Ranking puts you in the room; everything that decides who gets the call happens after that, and none of it is visible in a rank tracker.

Could the ranking report be wrong?
Partly, and it is worth knowing how. Rank tracking is usually measured from a location and a signed-out state that may not match your customers, and local results vary substantially with the searcher's exact position. Being visible at the centre of a city and invisible three miles out is normal and is not visible in a single reported position.
Is it worth paying for ads if we already rank?
Sometimes, and the reason is not usually the one given. Ads can be worth buying to occupy space above a competitor for queries with immediate intent. What they cannot do is fix any of the four causes above — a customer who compares and chooses someone else does so whether they arrived by an ad or by a ranking, and paying to be compared more often makes a losing comparison more expensive.
