The click decline is the headline, but it is the less strategically interesting half. The decisive finding is that the pages answer engines cite are largely not the pages that rank: fewer than 10% of cited sources appear in the organic top ten for the same query. Search performance stopped predicting citation performance, which means optimising for one does not deliver the other.
What that changes is the shape of the content rather than the volume of it. Retrieval favours a complete, self-contained answer near the top of the page, statistics with their sources attached, and short declarative sentences that can be lifted without surrounding context. It penalises the long throat-clearing introduction that ranks perfectly well.
There is a genuine and rare alignment here worth exploiting. The three levers that most improve citation — quotations, statistics and cited sources — are the same three that most improve human trust. For once the honest version of a page and the optimised version of it are the same page, which is not usually how this works.
